PPWR

The PPWR (Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40) is the new EU packaging regulation. As an EU regulation, it applies directly and uniformly in all member states and replaces the previous EU Packaging Directive. Its aim is to reduce packaging waste across the EU and to align packaging consistently with circularity.

The regulation entered into force on 11 February 2025 and, following a transition period, applies directly throughout the EU from 12 August 2026. Individual requirements will then take effect in stages over the following years.

The PPWR affects virtually all companies that place packaging or packaged goods on the EU market — manufacturers, importers and distributors alike. This means that almost every company with packaging requirements is concerned.

The regulation sets stricter requirements for packaging — in particular regarding recyclability, the use of recycled material, reuse (returnable systems), standardised labelling and the avoidance of unnecessary packaging material. The aim is to make packaging more resource-efficient and easier to keep in the material cycle.

Existing packaging should be reviewed at an early stage to determine whether it meets the new requirements — and adapted where necessary. We recommend assessing the need for action in good time so that your packaging is compliant by the deadline.
